It has never been mandatory to insert or delete such lines. Spec file
formatting and indentation remains packager's personal preference.
Well, IIRC the template used to have it and most SPEC files were formatted
after the template. Of course I never looked at all the SPEC files so I
can only remember what I got to see of it.

Yes, that was eventually the reason why it had to be removed ;)
