I use it on my CentOS box for files i server via subversion or
http+smb. It seems like an ideal location for what is currently
/var/www and /var/ftp
This is what other distros use /var for.
Nevertheless the answers others had provided also are correct. The FHS
is ambivalent.
/me thinks, FPC is overinterpreting the FHS due to lack of familiarity
with exiting practice on other distros.
