Looks like a serious bug in Koji -> if modular repos are enabled by
default in Fedora, Koji, Copr (and mock) should it do as well, no?
Or the other way around - if enabling modules causes _any_ problems
anywhere, it should be disabled by default (and let people opt-in, in
mock, copr, koji, and plain fedora).
The status quo - inconsistency - is really bad for Fedora.
