Leave aside implementation for the moment... a best practices
document (hell, just a Wiki page) on configuration file format would
go along way. Just a list of recommendations. Things like how to best
handle international characters. A list of common pit falls. A a few
config file styles that are considered good, and a few that are
examples of how not to do it.

A serious question for you Jeff, would XML exist in any applications today
if it were developed by a few people in some basement and the authors went
around trying to convince upstream projects to use it? Let's get real.
