They are defined in the RPM's spec file used to build the RPM itself.

libvirt is a complex package so it's spec file isn't necessarily the best candidate for someone who's not experienced in RPM packaging but if you look at the lines that list out "Requires: " (not "BuildRequires:"), it will at least show where the dependencies originate.
