I've been trying to flag the spam comments as spam, and remove the
flags they keep setting, and remove their CC as well, so they don't
get follow-ups and get encouraged to continue spamming. However, they
keep doing it. It's really quite annoying. Is there any way it can be
locked or restricted to committers?

It's worse because there are way more spam comments and they get
amplified by the mails to the package-review lists as well ...
I was told to just mark comments as spam and by "magic" those accounts
will get banned.
Thing is, new accounts get created and just keep on posting spam.
The bug I linked had over 140 spam comments up until now, and like
you, I tried to mark them as spam and remove the spammer's email
addresses from the CC list, but to no avail.
