It's required by both firstboot and anaconda so it gets pulled in.

No one has done the update to comps to pull boxes in appropriately yet.

If desktop team considers the GNOME tool a complete replacement now (I haven't checked if they're feature-equivalent), it could always have NotShowIn=GNOME added to its .desktop file.
