Hello,
I haven't used gnote for a while and would like to give up maintaining it. It is updated as part of the gnome releases anyway---I've not updated it myself in a while.
The two other maintainers do not appear to be active. May I transfer it to the gnome-sig and remove myself (instead of the general orphaning process)?

Maybe? If it's possible for gnome-sig to be point of contact, then certainly yes. But I'm not sure if that's actually technically possible to do or not. (How does gnome-sig take over the ownership?)

I've given the gnome-sig admin access to the repo now. It doesn't seem to be possible to give a group ownership of the repo, though.
The usual process would be for me to hand it over to the "orphan" user, but then it risks being retired.
