It is a side-effect of not pulling in and using fedora-icon-theme
anymore. It was a welcome change we'd have made anyway for our
non-Fedora-branded GNOME 3 live cd. As to whether it is desirable or not
for the desktop spin, I don't really have a strong opinion. I don't
consider it a blocker.
The criterion in question would be final criterion:
"The proposed final Fedora artwork must be included and enabled by
default for the installer, graphical boot, firstboot, graphical login
and desktop background. All Fedora artwork must be consistent with the
proposed final theme"
The question is therefore what the 'proposed final' artwork is, which I
would usually expect would be up to the design team...
