How so? PA could in theory restart itself at some point when all streams
are idle, could it not?

Sure.  Though how long do you wait?  Is it conditional on update urgency?  And pulse has a similar problem in that the stream source identification needs the same infrastructure we're doing for the shell, so it could tell you what applications are using it.

This is highly specific to pulse, which gets back to my point: If someone wants to work on case-by-case for individual daemons I think that's great.  However, it's not a substitute for a default-reliable update system.
