1- In Brazil (for example) there are non-explicitly metered (contractually
speaking) home internet connections. I'm not sure how the heuristic works
in these cases. It would be bad, of couse, if it does not work. Nowadays,
when passing the limit, they slow down the connection (a lot) until the end
of the month; but the internet providers are trying to charge in the future.
2- In Brazil (for example) there are still slow home internet connections
(1Mbps, 2Mbps). I think the heuristic avoid downloading updates while
internet is in use. Again, it would be bad user experience if it does not
work.

Heuristic is cool (and is smart).
But maybe a graphical "switch automatic updates off" and a graphical "the
system is [automatically] downloading updates (77% of X MB)" would be cool,
too.
