Sure, but the amount of bandwidth for the icons is still the same.

Sure, you can mirror the OCS instance (i.e. create slaves) but none of
our mirrors currently run OCS instances that I'm aware of.

I think the license problem is gone if you make the icon db part of the repo metadata, because you don't have License tags for it, right?
