However, this way of doing things won't allow you to extra language
support later. Unless someone builds technology to do this. It may not
be a big problem.
Sounds like a solvable problem. rpm would have to keep track of which
packages have been installed with a restricted set of languages, and
then reinstall them if the set of installed languages changes later.
Or something like that.
