Could be kernel, any part of the gstreamer1 stack, and maybe
v4l-utils, it could also be third party gstreamer plugins too if
enabled.

Which points for most to a kernel bug and possibly a libv4l2 bug.
Either way as mentioned in the bug, I need someone who can
reproduce this to do:
LIBV4L2_LOG_FILENAME=/tmp/log cheese
And then attach /tmp/log to the bug.
