No. It doesn't.  This won't work. 

Yum doesn't support soft dependencies and likely never will.   libsolv does support soft dependencies but dnf doesn't expose it and this is unlikely to be done in the timeframe you want even with FESCo exception in place.  In addition to that, fedup uses yum only to download packages and then runs rpm directly which ignores soft dependencies entirely
