RHEV-M states actually include these states (not sure how all of them map,
but these are the possible states to be reported):
Down --> WaitForLaunch --> Powering up --> [Powering Down] --> Down
Paused
PoweredDown
RebootInProgress
SavingState
RestoringState
Suspended
MigratingFrom/To
ImageIllegal
ImageLocked
