I do not understand what exactly the patch does but linking the same Fedora
and RHEL Bugs by Depends-on/Blocks/Clone-of is IMO the right thing to do.
I wrote one way system. Only rhel bugs will be depend on fedora's bugs. But
it's not wise do it other way round(fedora's bugs are usually solved faster)
