[PATCH] reporter-bz: require bz version match when searching for dups. Closes rhbz#849833

Hi,
I think thee is a missing part in this patch. As it is now, it will
create a new ticket for every Fedora - which is ok, but the maintainer
should be informed that there is a dupe of this bug for a different
Fedora. So I propose to change it like this:
1. search for dupes without version
2. if dupe is found and version != current_version => create a new bug
and add a comment that bug rhbz#12345 is a dupe
3. if the version is the same, just add comments and CC as we do now
Developer are quite allergic to ABRT dupes, and if we can do something
automatically for them we should (and in this case it's quite easy).
