[PATCH] add dedup-client to abrt

Two patches:
01 splits HTTPS util funcs to a separate file.
02 adds the dedup-client.
You can test the dedup client on the 10.34.24.254 machine (I'm not sure
how the public one works, there are some issues with older python in RHEL6)
abrt-dedup-client <component> <backtrace_file> -k --url=10.34.24.254
Example:
abrt-dedup-client coreutils ~/crashes/sleep/backtrace -k --url=10.34.24.254
Run-tested, please review.

handle suided programs the same way as kernel rhbz#783450 rhbz#785163

Attached patch fixed the problem described in bz tickets in $(subj) -
setuided apps should be dumped according to settings in
/proc/sys/fs/suid_dumpable. If it's set to 0 suided apps shouldn't
create a core, if it's 1 the core should be readable by fs_uid of
crashed app, if it's 2 it should be readable only by root. The proposed
patch adds makes the hook to behave the same way. Run-tested, please
review. The testsuite will follow asap.
