Yes; I realized this when searching for examples of this sort of problem. So
it's probably not actually a problem for the current set of editions, given the
lack of overlap.
I'm not sure if the spins should have the power to approve external repositories
on their own if they are not present in any other edition, but I do feel like I
should be able to get relatively easy access to the same set of third party
repositories I would on Fedora Workstation as I would running a desktop spin. I
suppose when I talk about "distribution wide" approval of third party
repositories this is really the sort of thing I'm thinking about.
FESCo decided that adding a repo to anything other than an Edition would have to
be approved by FESCo, who operates as the authority for distribution-wide approvals.
