Let's avoid calling what other people in the project say "nonsense" or
"spew". I mean in general, but also in this particular case I think
that's a reasonable view if you think of Flock as "better FUDCon"
rather than a whole different thing. I'm a strong advocate of it being
a different thing, but let's be respectful of those with a different
view (even — or especially — if we want to convince them otherwise).
That said....

I do think it's worth considering all together in this way, yes.

It's better than nothing but that does not solve the issue that fedora-
devel is regarded as an hostile list. The goal is not to punish an
individual but stop punishing our current and wannabe contributors.
At the very least, I kindly request the council to look ways to solve the
bigger problem: Fedora is more frequently seen as an hostile community.
That's also a prerequisite to the diversity goal.

Kevin's suggested actions are exactly what we should do from here.
In case it wasn't clear, my comment #19 was a -1. Given the Council
operates on consensus and given that I have provided my reasoning, the
Council cannot approve a ban at this time. Should someone present
sufficient information to change my vote, they can reopen this ticket.
Until then, there is no reason to continue the back and forth here.

Yeah, I saw that post too, but can you point me to the "mailing list
policy" ? AFAIK we just have a code of conduct.

So, IMHO, banning him now without any specific precipitating event seems
like a poor precident.
I'm of course happy to do whatever the council decides if they decide to
do something here, but failing that, could I ask folks to keep an eye out
for posts that you feel are not following our code of conduct and mail
devel-owner(a)lists.fedoraproject.org soon after you see them, and if those
merit removal from the list they can be done then and not months later.

I alluded to this during the Council meeting on Monday, so I'm going to
attempt to turn this into a formal proposal.

Increase Fedora's exposure in university environments, particularly
engineering universities.

Increased user base with a specific focus on future contributors.

For maximum effect, if we elect to work towards this Objective, we should
kick it into gear at the beginning of the summer with the intent of having
events planned during the 2015-2016 school year.

* Coordinate marketing, ambassador and outreach groups to focus on
university needs
* Work with universities to provide install-fests during student
orientation periods
* Work with universities to regularly run Fedora-focused hackfests
* Work with university IT departments to co-maintain one or more Fedora
computer labs (and help them upgrade them during breaks)
* Establish work-study, co-op and for-credit programs at universities

* Increased contributions from university programs
* Increased bug reports and feature requests
* Increased mind-share among potential contributors (not easily measured)

Some prototypes of this have been performed at Brno universities over the
last few years, with very positive results. We should coordinate with the
contributors involved in those efforts and learn from their successes and
failures.
There is also a University Outreach program run by Red Hat's "Open Source
and Standards" department which was involved in the RIT partnership from
which we eventually acquired Remy DeCausemaker. I assume he will have
plenty to add to this discussion as well as contacts in the university
world.

So, a few things I'd like to add:
* He _was_ moderated a while back, then got better (IMHO) so he was
unmoderated. Since then I have not noticed him making personal attacks or
other items that would cause him to be removed from the list. Being rude
and disagreeing with people isn't a cause for removal is it? It sounds
like people want a lower bar to removal?
* hguemar seems to think that the Council has decided to not take any
action so has asked the devel list moderators to moderate him. I have no
idea if the Council has discussed this or made any decision on it. Have
they?
* Is there some particular post or incident causing this request? I'll re-
read the ones mentioned here...

I'm not supportive of this as a Council action at this time.
His behavior is certainly negative and not productive and I do not condone
it in any manner. However it is no worse than a number of other people on
the devel list so singling him out without banning the others seems
pointless. Also, the list moderators are certainly capable of dealing
with individual requests themselves and require no authorization from the
Council to put someone on moderation.
To get ahead of a potential argumentation: the other people are also heavy
contributors to Fedora in a number of areas. However, we should not
tolerate detrimental behavior simply because they are productive
elsewhere. In fact, we should hold all of our major contributors to the
same standards such that they are good examples of how we want our
community interaction to look like. Contribution is not an excuse to act
like a jerk.
