Especially since used for the definitions, I don't think it matters

I would urge more consistency in numbering generally, though. e.g.,
Sec. 10's sub-sections are numbered; Sec. 7's are not. Sec. 8's
requirements are lettered; Sec. 4's are not. (Those are all the issues
I see in a quick run through; the aggressive editing of every other
section in the document is really quite impressive.)
