I agree with you that it would be very difficult, because it seems like
it would effectively require the developer to implement certain features
(like data export or an API), and I'm fairly sure that would run into
freeness problems.
Even the AGPL requires developers to implement and maintain a certain
feature; however, it describes that feature in very general terms and it
can be as simple as a clickable link, and so it doesn't seem like a
great infringement on one's freedom to modify or change. But making an
API to your program's data is a totally different deal.
