Agreed. While I think the notice/cure system designed for GPLv3 is fair
and reasonable for violators, I certainly don't think these violators
necessarily deserve the kindness, and the fact that violating companies
still seem to prefer GPLv2 over GPLv3 indicates that they termination
provision improvements of GPLv3 don't lead to wider adoption
(apparently).
However, I think it's important that it's clear that the termination is
permanent, and that the reinstatement procedure be contemplated in the
text. I've submitted this merge request that does these things:
