This was already fixed. Well kind off.
The problem was that generating GPG key take some time (several minutes). And initially
the key was generated when you
request first signature. And that timouted.
Now (it is already in production) we generate new gpg key when you create project.
So now you should not see this failure. Only if you create project and immediately submit
some small srpm.
Thanks for your explanation about timing of GPG key generation and siging.
