Description of problem:
When systemd is run in container, docker diff shows that a lot of unexpected
changes is done upon startup.

How reproducible:
Deterministic.
Steps to Reproduce:
1. Run
docker run -i -e container=oci --name systemd --rm
registry.fedoraproject.org/fedora:28 /usr/sbin/init
2. In another terminal run
docker diff systemd
Actual results:
C /etc
C /etc/.pwd.lock
A /etc/.updated
C /etc/ld.so.cache
C /etc/machine-id
C /etc/mtab
C /run
D /run/secrets
C /var
A /var/.updated
C /var/cache/ldconfig
C /var/cache/ldconfig/aux-cache
C /var/lib/rpm
D /var/lib/rpm/__db.001
D /var/lib/rpm/__db.002
D /var/lib/rpm/__db.003
C /var/lib/systemd/catalog
C /var/lib/systemd/catalog/database
C /var/log/wtmp
Expected results:
All I expect to see is
C /etc/machine-id
as that is done by oci-systemd-hook before systemd process gets started.
Additional info:
All the other changes, caused by some .services that get run during the systemd
startup, should either have been done in base image build time
(systemd-tmpfiles?) or should be disabled by disabling the services in the
container images or making them conditional.
I failed to find the correct component for the base image, please reassign as
needed.
