There is a bit of a misunderstanding. Is it possible to run cockpit on a windows machine
on IIS to admin linux machines?

Cockpit is strictly a tool to administer a *Linux* server. It is absolutely not portable
to run on or administer a Windows server (it's not even portable to other Unix
flavors). However, Windows has its own kind of web console:

(Previously known as "Project Honolulu").
On the client side, Cockpit can be *used* with any web browser, including Microsoft Edge
(or other browsers) on Windows.
