Thanks, as this patch might sound a bit to scary to folks on list, I'll quickly summarize IRC conversations.
Essentially: The US Government really can't copyright anything itself, so the question is what do they put in a GPL header. I'm sure there are plenty of other good examples of this, SELinux being one (thanks to the NSA), so it's just a matter of them figuring out what you do and whether the correct thing to do is to just omit the word "copyright".
We're not expecting any problems getting the STIG stuff into Cobbler at this point.
