FWIW, my workaround for now on this was to change the snippets directory
specified in 'settings' to point to my own snippets directory not
Cobbler's, and then to copy all of the Cobbler native snippets into my own
snippets directory. This way, the per_* hierarchy works for my snippets,
and so do all of the Cobbler kickstart snippets. But a new Cobbler
version may be messy, have to diff to see what changed in Cobbler's
snippets and manually add/delete/update.
