I think I manually added @core later while trying out various trial and error methods.
[kapiltest1 ~]$ sudo cobbler profile dumpvars --name rhel-7.0-x86_64 | grep ^kickstart
kickstart : /var/lib/cobbler/kickstarts/tenneco.rhel-7.ks

So there's your @core. Question is, where is it coming from. Your claimed
template doesn't have it:
%packages
$SNIPPET('func_install_if_enabled')
$SNIPPET('puppet_install_if_enabled')
%end
(func_install_if_enabled would add "func", puppet_install_if_enabled would add
"puppet")
So, what does:
cobbler profile dumpvars --name rhel-7.0-x86_64 | grep ^kickstart
report?
What is the contents of the file returned?
