You can't use fedup on old Digital Ocean images which boot from an
external kernel, simply because they boot from an external kernel and
initramfs.
Yep, that's what it looks like . .
The new Digital Ocean images, introduced a few months ago, boot from
the kernel installed within the VM, and thus _can_ be upgraded with
fedup. I believe the first Digital Ocean image with this capability is
Fedora 23.
