The problem might be the file extension: .yml vs .yaml
I think ".yaml" is what you want.

However despite my multiple attempts I can't get bodhi to actually gate
anything. All rawhide builds say 'no tests are required' under 'Test
gating' section in bodhi UI (see example above). Here's the 3 gating.yml
configs I've tried:
