If the build task creates a waitrepo subtask like that, then there is no
active repo for the build tag. I'm not sure why the waitrepo task is
free though. It looks like you have hosts available to take it.
I take it this is a new setup? It looks like your createrepo task is
failing to complete.

Unfortunately, a bug on the client side is masking the real error here.
Apply the following linked patch and you should be able to see what the
real error is. I can tell you that the hub is returning an error status,
but I can't say which one. You'll probably see some errors in the hub
logs. Have you looked there?
