Ironically, the system is failing while trying to show you an error
page. This masks the original error, but I suspect it is the same sort
of error.
The exception is happening the first time kojiweb tries to contact
kojihub. I suspect your web.conf has an incorrect value for KojiHubURL.

If the cli commands work, then the hub is connecting to the db.
Kojiweb does not connect to the db at all, but only to kojihub.
