The /var/lib/mock/dist-foo-build-18-13 directory may be a hangover from when things were broken previously. It shouldn't be owned by user "torrent".
I'd do an "ls -l /var/lib/mock" and move any directories owned by user "torrent" somewhere else, then try again. If everything then works OK, delete the moved directories (mock should re-create these directories as needed).

For a number of chroot operations (e.g. building), mock uses an unprivileged user it creates in the chroot. By default, the uid/gid for this unprivileged user is chosen based on the user running mock (it looks at env data from sudo/consolehelper to determine the real user).
So, the builddir in the chroot is going to be owned by that unprivileged user. If you run mock as a /different/ user later and attempt to reuse the same buildroot, then you will get the errors like the ones you are seeing.
Short answer: different mock users cannot share chroots.
Easy fix: run mock clean to clear the old junk out of the buildroot.

When I suggested this, I assumed you were using mock directly (because I have never seen kojid give this error and am having a hard time understanding how it could).
If this is happening in koji, then mock clean will not help.
I find what happened ! At the First time useradd runs well. At the second time, useradd cmd has specified the uid with 494 (kojibuilder in host), but the result is 495 in chroot(torrent in host) But i can't understand what would cause that !!!

I have solved this problem. The useradd program in chroot which from my company has been modified. It create a tmp file to record the last "max uid" when it be run first time. After that , -u option is disabled, and uid is read from that file and add 1. Just this casue the Error.
And the kojid startup problem is because i changed the localhost.localdomain to xxx.xxx when install OS. Resolve that is very easy, just add "hostname" to /etc/hosts
Thanks for your help!!!

I forgot to mention I use koji instead of use mock directly! This morning i want to start httpd and kojid , but ...
you must have done something very strange indeed if koji is giving you this error.
By default kojid uses the user 'kojibuilder' to run mock. Does This user still exist on your system? Have you set a different user in your kojid config? If so, does that user still exist?
[eric@wenjia conf]$ sudo service kojid start
...
xmlrpclib.Fault:<Fault 1: "<class 'socket.gaierror'>: [Errno -2] Name or service not known"> [failed]
This appears to be completely unrelated to your original problem.
When you see a Fault like this from a client, that means the actual error happened on the hub side. Check your httpd error logs to see the real error.

when i set ServerName = 10.3.0.96:80 (my LAN IP ) , the httpd can be started successfull. but the kojid return the same info.
Very strangely ! I think some thing Wrong in koji !!! Is it crash ? If i reinstall koji ,the data in DB will be delete? Import the srpm and rpm will spend a lot of time. Please give some advise!
Nothing in the install/uninstall scripts will affect your database.
