First of all, I'm going to try visualize the estate of all the packages in Fedora Big Data SIGs right now, with something like this [1].

I'm actually planning to retire Spark because the upstream has diverged too far from what we can actually support in Fedora -- too many things depend on bundled-but-modified libraries, nonstandard or older versions, etc., and even in the 0.9.1 package we had to carry a lot of patches to make everything work. I think that, given the developement direction the Spark community has taken since Spark entered Fedora, the most sensible way to have Spark integrated with Fedora going forward is in a Software Collection.
This is a bummer because it was a lot of work to get Spark in to Fedora, but my concern is that having a (necessarily) limited Spark that is integrated with Fedora is not going to be sufficiently compelling for end-users to warrant not just using upstream binaries, and it's a lot of bandwidth for volunteers to take on. I'm open to discussion on this matter, but I think this is the best way forward.

I'm actually planning to retire Spark because the upstream has diverged too far from what we can actually support in Fedora -- too many things depend on bundled-but-modified libraries, nonstandard or older versions, etc., and even in the 0.9.1 package we had to carry a lot of patches to make everything work. I think that, given the developement direction the Spark community has taken since Spark entered Fedora, the most sensible way to have Spark integrated with Fedora going forward is in a Software Collection.
This is a bummer because it was a lot of work to get Spark in to Fedora, but my concern is that having a (necessarily) limited Spark that is integrated with Fedora is not going to be sufficiently compelling for end-users to warrant not just using upstream binaries, and it's a lot of bandwidth for volunteers to take on. I'm open to discussion on this matter, but I think this is the best way forward.

This is a good case to show that we need layered products on top of Fedora. If we want to keep Fedora relevant in the big data field (and many others!), we have to accept "second-class" repositories with less restrictive guidelines (hence quality). I'm in favor that we allow approved SIGs to ship in separate repositories packages that does not strictly follow some guidelines. Granted that fesco/FPC allow them to lift *identified* guidelines for valid reasons.

We are already sacrificing quality in the way that project deps must be shifted and features excised just to get/keep something packaged in a current release. We can't claim better quality in our Fedora Big Data packages than the upstream bundles, tarballs, rpms, etc. We have actually had people at conferences tell our developers that they would never use our Big Data packages like Hadoop precisely because of the way it is constructed. They wouldn't trust it.

The base OS is no longer driving this since I can compose an application with containers that could be a fabulous mix of components running on Fedora, CentOS, Ubuntu, and so on.
Language ecosystems have evolved for delivering applications. But they _are not reliant__nor interested_ in the whims of any particular distro packaging rules. I have an uber jar with my application and its bundled runtime dependencies. Do you have a current compatible JVM? Great! Let's get work done!

My feeling is that if Fedora (and I suppose by default the Big Data SIG) want to have Hadoop and company running on Fedora then we need to stop trying to package it into RPMS.
My personal opinion, having looked into the idea of working on Big Data packages, is that Java apps are unsuitable for packaging.
I understand that people have spent a lot of time coming up with guidelines, and helper apps, for packaging Java stuff over the years. But it is still a mess and that is without considering what the developers of those JVM based apps are doing.
So forget the idea of trying to get exceptions to the rules, or creating alternate repos.
In my mind the best thing that can be done is:
1) actively test the Hadoop and other componenet releases on Fedora and make them as reliable and bug free on Fedora as possible. This means making sure they work on openJDK given most in the Hadoop community seem to use Oracle's JVM, and making sure that stuff works on the newer openJDK versions as Hadoop and company seem to be very reluctant to move on from versions of the JVM that are no longer supported.
2) if you want to have Hadoop (or Spark, etc) as an easy to run thing then forget packaging and instead create Docker containers.

Agreed. While it is possible to package Java applications, doing so requires persistence and a lot of work... (saying that as maintainer of 400+ Java packages)

There is an obvious misalignment between expectations of Java upstreams and downstream distributions. These "guidelines" and "helper apps" are an imperfect attempt of bringing Fedora closer to Java upstream reality. They made it possible to achieve what we currently have in Fedora, but are not enough to bring all the useful BigData goodies to Fedora users.
Fedora historically had (and still has) a strict set of rules for packaged applications. We had to follow these rules to be able to have basic Java developer tooling available in Fedora. With Fedora.next this is starting to change and I think it's a great opportunity for BigData packaging (see below).
So forget the idea of trying to get exceptions to the rules, or creating alternate repos.

I've been watching BigData SIG since its creation and I've been trying to participate as time allows, mostly as Java build system maintainer. Sadly, I have the impression that the initial enthusiasm has fallen down over time, possibly largely due to packaging difficulties.
Fedora.next opens possibility for new ways of packaging applications. As I understand it, Fedora as a project agreed on these new ideas, but they are not implemented yet, at least not fully. Everyone is welcome to participate in defining and creating the new Fedora, where non-RPM packaging formats (like Docker) are accepted.
Perhaps it's time to schedule a SIG meeting and talk about the future of BigData in Fedora? If we agree on how we want BigData packaging to look like then we can approach appropriate parties (such as Env and Stacks) and talk about implementing what we want to achieve.
In short, what I want say is: Don't give up with Fedora. Try to participate in improving the way we package and ship software.

In real world, if upstream says: "don't use Fedora packages because they have crippled features", no end users will ever use our packages. And no user base, means that we have no leverage to fix these poor practices, this is a vicious circle.
That's more about: do we give a shit about Big data or not?
Yes, that means lesser standards than some packages but other respected distros like Debian, Ubuntu, Suse have separate repositories for such packages. Moreover, if you think that *every* packages shipped by Fedora follows strictly our guidelines or have requested exceptions, that's not the case at all. If we were to have a mass review, we'd have to drop a lot of packages ...
By ignoring reality, we're just driving off users from our platform, and lose the chance to improve the situation. We need to have Fedora blessed repositories for packages that can't fit in *MAIN* repository otherwise, this not granting everyone the right to push whatever they wants.
What we're doing is pushing our users to other distros or even poorer packages like Cloudera's than what Big Data SIG could provide if we allowed them to lift the bundled library guidelines on a case per case for Apache stuff. It will concern a very limited set of packages, it will be curated by trusted people, and shipped in a separate repository (hopefully recommended/blessed by Fedora).

Would I like to see these projects packaged in Fedora? Yes.
But amongst the things the Fedora brand means is attempting to do things the right way. This is why there are rules and guidelines to be followed.
If you allow SIGs to ship software that violates the Fedora guidelines (whether it be in packaging, license, or any other) then you dilute what the Fedora name stands for.

Would I like to see these projects packaged in Fedora? Yes.
But amongst the things the Fedora brand means is attempting to do things the right way. This is why there are rules and guidelines to be followed.
If you allow SIGs to ship software that violates the Fedora guidelines (whether it be in packaging, license, or any other) then you dilute what the Fedora name stands for.

That's why it seems perfectly acceptable to allow layered products: 1. they'll be based upon Fedora and follow it lifecycle 2. they'll be able to lift *some* guidelines (and not all of them) by explicit approval from technical committee (Fesco? FPC?) => not all guidelines would be suitable for such exceptions like licensing ones or FHS, we're Fedora, we have ethics. 3. packages will be shipped in separate repositories and will be under the responsibility of the SIG. 4. Fixing such issues on a best effort basis.
That's the best compromise to ship components relevant to Fedora users without compromising too much with quality.
As far bundled libraries are concerned, Fedora repositories ship many packages with bundled libraries with or without FPC permission. And though we have a process to allow bundled libraries on a case per case basis, it would completely jam FPC if we did a request for each library/package.
Moreover, this prevents us to find better way to track bundled libraries CVE like leveraging provides to identify them and allow automated tracking.
Yes, it seems a lot of the Java ecosystem is a dependency mess. But the solution isn't to turn Fedora into a mess as well.
Why would Fedora turn into a mess?
Assuming that it would only concerned a limited set of packages, shipped in a separate repository, respecting most guidelines, maintained by trusted people. By default, packages will have to follow all Fedora guidelines as of now, and it must not change.
I would also hope that the exceptions would be denied.
Or package maintainers will just ignore FPC and don't give a shit about bundled libraries. Before blindly enforcing guidelines, you need to know why they're here in the first place.
Moreover, according their own rules, Big Data packages are likely to be granted exceptions (though through the most detestable one path) and shipped in main repository. I prefer not wasting packagers and FPC time with tedious procedures, and not mix packages with higher/lesser quality standards in the same repository. To me, that would be an improvement to the current policy: keeping stricter standards for the core while shipping highly curated set of packages through trusted repositories. rpmfusion is not a solution, its goals is to provide packages that are not allowed in Fedora due to licensing/patents issues.
Off course, we can keep a strict attitude but that would be mean that Fedora would be irrelevant for large audiences (ie: data scientists, operators etc.).
We may discuss this, but this really falls under the council competencies but I encourage the objective lead to consider such arrangement for the best of Fedora and its success.

I see your point, but the only way how to do this your way is to package Big Data projects into dedicated software collection(s) (as has been already mentioned in this thread) and maintain it in a copr repo. Then you can:
* relax some requirements based on your needs * have your nasty library bundling stuff isolated from the rest of the system * have easy way to enable your repo (dnf has copr plugin to handle this)
On the other hand, I'm not sure you could claim that this is the official part of fedora project.

Yep, it's a pain to maintain bundled libraries and I guess it has something to do with the reason why fedora do not allow it by default.

You still needs to separate it in a software collection, you can't guarantee that you don't break the rest of policy abiding system via your policy relaxing layered repository.

The fact that upstream developers doesn't follow good practices doesn't mean it's ok to ignore them.

As I said, why not start with bigdata copr soft col. repository. You can try to experiment with it without breaking anything or asking anybody as it's outside of fedora while going on with the talk.
