Actually "-o" is required for xmvn when you want to build the fedora branches.

Try doing 'xmvn -o -DskipTests -DskipIT clean package'. Without the -o you are allowing xmvn to d/l from maven respositories and use already
downloaded jars. You could be running into a version issue with tools.jar.
