This is possibly related to a bug in Maven which was fixed in rawhide. Could you try maven-3.1.1-2?
downloaded the latest mvn from http://maven.apache.org/docs/3.1.1/release-notes.html
[xxx@localhost hadoop-common]$ mvn -v Apache Maven 3.1.1 (0728685237757ffbf44136acec0402957f723d9a; 2013-09-17 10:22:22-0500) Maven home: /home/sanjar/development/apache-maven-3.1.1 Java version: 1.7.0_40, vendor: Oracle Corporation Java home: /usr/lib/jvm/java-1.7.0-openjdk-1.7.0.60-2.4.2.9.fc20.x86_64/jre Default locale: en_US, platform encoding: UTF-8 OS name: "linux", version: "3.11.5-302.fc20.x86_64", arch: "amd64", family: "unix"

You should not need to add scope or the path to tools.jar. Doing so on fedora will cause issues when another projects wants to use a jar from that build. What branch are you building off of and what is your xmvn command line?

Try doing 'xmvn -o -DskipTests -DskipIT clean package'. Without the -o you are allowing xmvn to d/l from maven respositories and use already downloaded jars. You could be running into a version issue with tools.jar.

Try doing 'xmvn -o -DskipTests -DskipIT clean package'. Without the -o you are allowing xmvn to d/l from maven respositories and use already downloaded jars. You could be running into a version issue with tools.jar.

Try doing 'xmvn -o -DskipTests -DskipIT clean package'. Without the -o you are allowing xmvn to d/l from maven respositories and use already downloaded jars. You could be running into a version issue with tools.jar.
