Hey, sorry it took me so long to respond here. Thanks for the idea.
I'm going to reject this one on a social basis.. it's tricky.
If someone reports an outage, the whole team is then going to be
scrambling to fix the problem. We don't want to have to at the same time
be worrying about awarding a badge, or remembering to award a badge. We
don't want the awarder to be interrupting the outage response process by
asking for a badge (or feeling neglected because they're not getting their
badge).
It's tough, because reporting outages is a really useful thing. I want
more people to do it! That said, hopefully people don't need a badge to
motivate them to report problems to the infra team.

I don't understand what this badge is supposed to be for.
Do you mean the "Group" field in the package spec? (Probably not. All
packages have that afaik)

Badge description (like "You added a co-maintainer to a package. BFF!"):
