When I try another distro such as Raspbian, CentOS RPi2 version or Fedberry, then the
dongle works well. Then only distro in which don't work is Fedora 25 and I need to use
Fedora 25 on this RPi.
It looks like the issue is quite widespread  and certainly not just
Fedora when looking through some of the upstream issues. Do you have
it plugged in on boot? Does it work any better if you wait for Fedora
to boot and then plug it in. Do you have an appropriate power supply?
