Compulab do a mini-ATX motherboard + Cortex A8 daughterboard that has a SATA port (I think it's just one), and a PCI + mini-PCIe (you can only use one or the other, unfortunately) slot. You could put something like a SIL3124 4-port card on it, easily multiplied to 20 sata ports using SIL3726 port multipliers.

Beware that not all PCI/PCIe slots support SATA - the big reason early ARM boards didn't have native SATA was because their PCI implementation didn't provide the bus mastering mode that the SATA chips needed.
