Restore Valgrind BR for all arches except ppc64le
Valgrind still works on all supported arches except for ppc64le,
and until it doesn't, it makes sense to keep running it.
This partially reverts commit 807441ded8befd6b79738d9d7e043acc4cd12dc1.
