I think we should file a bug on systemd to stop creating such mess
instead of fixing it on our side.

We don't need more hands touching /etc/resolv.conf at the moment. It's
taken us years to sort out NetworkManager coexisting in a world where some
people disable NetworkManager and some people use it. Now we have another
thing that wants to touch resolv.conf? Stop.
