I think we could also remove creating empty /etc/resolv.conf from lorax entirely and let NM do it in installer environment runtime.
I couldn't find any reason for why we should be creating the file in ~3 year git and bugzilla history.

Now this is a messy topic as presently lorax-generated systems use NetworkManager, which does its own handling of resolv.conf. Since NM wants it to be a plain file, let's set it up that way.
