Do you need a SOP for this? I am not aware if there is any SOP in other regions, I know EMEA has a sort of guideline to handle budget request based on the amount requested, but there is not much more.

Normally it's up to the Region to handle funding requests, this can be done during meetings or, if there are not enough regional ambassadors around, by voting in the ticket. This is enough in mostly all situations.
It seems this time APAC was not able to hold any meeting for some time and even ticket voting was not successful. FAmSCo has been asked exceptionally to chime in and to discuss the ticket by approving or rejecting it, as there were only a few days left until the event.
That is was happened, and it has been done to make the Release Party happen, despite any SOP or whatever. Sometimes rules are good, sometimes they will block us from making good things. And I think it was worth to make this RP happen, there was budget for it and the location was good.
