I found this in FAQ of launchpad translation:

Launchpad makes it easy for upstream projects to get the translations
that are made for distribution package(s) of their software.

If you're an upstream, all you need to do is export the GNU GetText
file (.po) for your software's package in Ubuntu or other
distributions.
