AFAIK, no. Official spins can only be subsets of whatever is included
in the official Fedora repository and since Red Hat is the legal
entity behind Fedora, any software included within Fedora needs to be
legal in U.S
If you include anything in a spin that is not in the Fedora
repositories, then the spin can no longer be called "Fedora".
But on a *technical* level, you can do whatever you want. But to call
something Fedora, it must contain Fedora-only packages.
