Fedora is a International Comunity not only this regions.
So here's the deal:
The limitation here is that every country that we want to involve with a
sweepstakes has to be specifically cleared by Red Hat Legal and factored
into the rules and regulations for the sweepstakes, and this involves
outside counsel and is rather expensive (and even after we pay for them
to do the work, they may come back and say that the laws in that country
make it too difficult, risky, or expensive to hold a sweepstakes there).
Combine that with the fact that Red Hat hasn't really done a lot of
international sweepstakes, and we ended up with a lot of countries that
simply haven't been reviewed (including Mexico and all of Latin
America). We're hopeful we can review some additional countries for
future sweepstakes (assuming this is successful).
If there are other countries that there are multiple Fedorans in, and
they would like to participate in future sweepstakes, they just need to
tell us which countries, and we'll add them to the list for RH Legal to
review for future sweepstakes.
(Note: I already have the following countries listed for future review:
Panama, Greece, Mexico)
Again, I apologize that we cannot include everyone, we hope to resolve
this for future sweepstakes.
