My understanding is that each region will have their OWN budget to wrangle. APAC will handle APAC, LATAM will handle LATAM, etc...

Is that how it worked in the past? Cross-regional budget reallocation isn't something I had heard of before.

No. The only "use it or lose it" window, as far as I know is on a Fiscal
year basis (March to February), not a quarterly basis.
I got the impression at the call we had with Ruth that there's also a
half-year checkpoint now where things should be spent by the end of
August. Did I misunderstand that?

That said, we _don't_ want to lose it when we get to the either that
point or the end overall, so the quarterly checkpoints give us an
opportunity to re-allocate. If the region doesn't have a specific good
use for unspent funds at that point, we can apply it to somewhere that
does (either a need in another region or a non-regional request).
Checking the budget every quarter seems like a good idea, as we could
have a better overview of how we have been doing so far. But at least in
the EMEA, some people when they get funding approval to participate in
events, they submit their receipts for reimbursement after several
months, and as a result we get mixed up when re-allocating funds.

So I would propose if we are going to revise the regional budgets every
quarter to re-allocate unspent funds, then we should toughen the process
of reimbursement and ask for people to submit receipts(along with event
reports, etc) within for eg. 2 weeks after the event takes place.
