Hello,
I've seen this discussion in LATAM and in FLOCK and nothing happened
afterwards. From what I know, the issues in LATAM are still on. From
my particular side, I can't say there's a problem. I never received
reimbursement from Fedora but as I'm living in Frankfurt my PayPal
account works fine so far. I don't know how it is for other countries
inside EMEA though.

I added the info for my country on the table and at the bottom of the
page a link to a wiki page where I have been collecting info regarding
paypal in LATAM. That is noy up to date, but unfortunately there has
been lack of cooperation to fill a page that it is more or less what
this page is alla bout.
There has been problems in the past about reimbursements in LATAM. Much
of those problems came from the fact that were not properly confirmed
that will be possible to be reimbursed. During the meeting it was
not discussed if the person had a paypal account and if that worked in
his or her country. Then we had run into problems with filling all the
information on trac.
We made a video recording trying to cover all the options so people can
have latest information. Still we got some minor issues, like the person
in charge of reimbursement is not owner of the ticket, so the comments
on ticket do not reach to the person that actually can operate on this.
Paypal do not work in every country, but it has helped a lot. I think
that it will be difficult to find a tool that works in every single
country. Probably we should spread into others tools. One thing that
works almost everywhere is a person-to-person transfer like western
union. But that meand that somebody withdraw cash and go to the office
of that person-to-person transfer service to send the money. That is a
lot of work.
